For inexpensive hostels, try the Banana bungalow in Wailuku, Maui. They have free tours every day, but it's not an inconvenient base camp for excursions made by your own arrangements.
For something a little bit further down the Road to Hana, YMCA Camp Keanae.
Molokai has what you want to see, but more limited accomodations--none in the budget range. They're not keen on making it easier for tourists.

Go to Lahaina on Maui for whale watching, we were there in February and had 2 hour fabulous trip
Don't go on the 100+ people slow big boats, you waste too much time getting out/back! . We went on the small 18 people Ultimate Whale Watch high speed inflatable.
They get you out into the bay area quickly and can then move position easily/quickly if needed - tel: 808 667 5678. Cost is a little higher per person, but WELL worth it!
We got pictures of numerous breaching whales (and calves)as good as any David Attenborough wild life series!
