How do you make an animated skull on someones head in runescape? and no not the wilderness skull?

I have been noticing in some videos peoplemake skulls on tops of peoples head in runescape. I was wondering how you do that, and if it is no longer available please let me know.How do you make an animated skull on someones head in runescape? and no not the wilderness skull?
It`s eather from the wild form attacking someone, or Lunar spell book it allows you to read someones stats and make an animated skull over their head for a limited time.To get the book you need to do a members quest called Lunar diplomacy, the book is also members and its still avalible but the quest is pretty hard.
